Indigenous and Moro Peoples Clamor for Expanded Government Actions for Adult Literacy

The country faces formidable challenges in attaining universal literacy. 9.1 million Filipinos aged 10-64 years remain non- numerate while 20 million are unable to read with comprehension as shown by the latest FLEMMS. To strengthen policy advocacy and campaigns on this urgent concern, E-Net Philippines gathered its members and partners in Mindanao on March 1 in Regency Inn, Davao City.

The current public-private partnership (PPP) strategy of the P’Noy administration, more importantly that of Department of Education (DepEd) is of key interest for E-Net. How will this affect access to education? What will be its impact to the poor and marginalized? How is governance of PPP under the DepEd? To answer these and other questions, E-Net gathered empirical data on the implementation of Education Service Contracts (ESC) in four provinces namely Masbate, Northern Samar, Compostela Valley and Maguindanao.
